This entry is for you! Here's a link to Ifranview. This little freebie is perfect not only for viewing pictures in a host of obscure formats, but it allows you to convert the files into formats that are far less obscure, such as jpg, gif and tiff. There are also plug in available, but the meat of the program is in the basic download. It now allows some drawing, painting and color palette, but thats' not the real purpose of this program. It won't replace photoshop, but why use a meat cleaver when all you need is a butter knife? It can "save as" tiff, gif, jpg. ICO (icon) and png without any other plug-ins needed.
Also, if your file is in EPS format you might need something called "ghostscript" to help read the postscript format. It's similar to PDF, same company, and a bear to convert. Here's ghostscript on Sourceforge: http://sourceforge.net/projects/ghostscript/ and here's the programs website: http://www.ghostscript.com/ and again, this is free and open-source.
